Etymology: Santelmoa: Named after the Spanish ship San Telmo lost in the 'Terra Australis Incognita' (in Cape Shirreff, Livingston Island, according to Pinochet de la Barra 1993) on 2-4 September 1819, in honour of the 644 Spanish shipwrecked.;  carmenae: Named for Carmen Benito (manageress, Servei de Radiosòtops, Facultat de Biologia, Universitat de Barcelona, Spain)..

Radios blandos dorsales (total) : 91 - 95; Radios blandos anales: 75 - 79; Vértebra: 99 - 104. This species is distinguished by the following set of characters: anterior portion of frontals fused with no trace of a suture; scapular foramen open; ceratohyal-epihyal articulation interdigitating; cranium narrow; no supratemporal commissure and occipital pores; intercalar reaching the prootic; well developed parasphenoid wing, palatal arch and post-temporal ventral ramus; short posterior hyomandibular ramus; 6 branchiostegal rays; asymmetrical vertebrae; pelvic-fin rays ensheathed; scales, lateral line, pyloric caeca, palatine and vomerine teeth present (Ref. 81216).
