Etymology: Eviota: No etymology given, suggested by Christopher Scharpt: from Latin 'eu' for 'true' and 'iota' for anything very small, in combination 'truly very small' referring to it as being the smallest vertebrate at the time it has benn described by Jenkins (thus, making the suggestion by Scharpt plausible; toshiyuki: Named for Toshiyuki Suzuki,; patronym in genitive case.

This species is distinguished from its congeners by the following set of characters: dorsal/anal fin-ray formula 9/8; pectoral fin rays 17, some branched; cephalic sensory-pore system pattern I (complete); absence of fifth segmented pelvic-fin ray; pelvic-fin membranes not well-developed; branches on fourth pelvic-fin ray 5-9; non-fimbriate genital papilla; dorsal fin with the first 2 spines filamentous; slender body 17.9-22.2%SL; 2 distinct dark spots on pectoral-fin base; a dark subcutaneous spot midlaterally at posterior end of caudal peduncle (Ref. 83982).
