Etymology: Festucalex: Latin, festuca = stalk, straw coloured (Ref. 45335); armillatus: Name from Latin 'armillatus' which means decorated with a luxurious collar, referring to the wide bands on each side of the gill cover (Ref. 129452).

lateral trunk ridge ends on the third or fourth caudal ring; upper and lower caudal ridges no spines; with prepectoral ridges; snout deep and moderately short; head with four wide transversal bands; trunk with numerous narrow transversal bands, main background pale (Ref. 129452).
